Geothermal power plant in Dominica to start commissioning by December 2025

Commissioning of the 10-MW geothermal power plant in Dominica will start before the end of 2025, with commercial operations targeted by March 2026.

Speaking at the Parliament, Dominica Finance Minister Dr. Irving McIntyre stated that the 10-MW geothermal power plant in Roseau Valley will begin commissioning by December 2025, which will soon be followed by the start of commercial operations by March 2026. With this development, the COD of the geothermal power plant will be a few months beyond the initial approximation by the end of the year.

The update on the project was stated during the Minister’s presentation of an amendment to the Value Added Tax Act. The geothermal project was described as a milestone for Dominica’s goal of reducing energy costs and strengthening energy security.

The Minister also further announced that the government is investing in the first phase of a high-voltage transmission  network that will connect the geothermal power plant to the Fond Cole distribution hub, thus making geothermal power available to the whole country. The investment will come from a $1.88 million loan which will be drawn from a previously approved World Bank loan.

According to the Minister, the transmission network is expected to be completed in time for the commercial operations of the geothermal power plant.

Construction work on the geothermal power plant broke ground in June 2024.  An update given in April 2025 indicated that the installation of the air-cooled condensers unit and heat exchangers has been completed, and that all major equipment have arrived on site. A more recent update given by Minister for Energy Dr. Vince Henderson in August 2025 indicated that the construction work is now about 90% completed.
